For years I have been trying to get the attention of the city of Carlsbad, about a serious problem with police policy that harms the public, and hurts the citizens who they are to protect and serve. Risk management does nothing to assist with this policy. Risk management protects police policy that is bad. I am a resident of Carlsbad for over 40 years, ard it's sad when our city
does nothing to address a problem that harms both the citizens and the employees of Carlsbad.
